"BECCA/SCHOOL TRUANCY"

The "BECCA Bill" is named for Rebecca Hedman, a Tacoma runaway who was murdered on the streets of Spokane. The bill was enacted by the Washington State Legislature in 1995, with revisions in 1996 and 1997. This bill covers Compulsory School Attendance/Truancy and also At-Risk Youth/Runaway.

COMPULSORY SCHOOL ATTENDANCE AND ADMISSION RCW 28A.225: This section deals with the schools responsibility and the parentsí responsibility to have their child attend school.

ATTENDANCE MANDATORY RCW 28A.225.010: This section states all children between the age of eight and eighteen are compelled by law to attend school in their district while school is in session. Parents have the responsibility to ensure compliance. Exceptions include accredited home schooling and private schools.

ATTENDANCE MANDATORY RCW 28A.225.015: This law states that if you enroll your child under the age of eight and over the age of six in school, they then fall under the same rules and guidelines as in Attendance Mandatory.

PETITION TO JUVENILE COURT FOR VIOLATIONS BY A PARENT OR CHILD SCHOOL DISTRICT RESPONSIBILITIES: RCW 28A.225.030: This deals with unexcused absences from school. If a child has seven unexcused absences in a month, or ten in the school year, and the actions taken by the school district were not successful in reducing the absences, the school shall file a petition and supporting affidavit for civil action with the juvenile court. Alleging violation by the parent, child or the parent and the child.

CUSTODY AND DISPOSITION OF A CHILD ABSENT FROM SCHOOL WITHOUT EXCUSE RCW 28A.225.060: Any school district official, sheriff, deputy sheriff, and police officer may take into custody without a warrant a child who is required by law to be in school. The child maybe taken to school or released to a parent. If a child gives false information about their name, or the school they are attending, the child may be arrested for giving false information to a police officer and booked into Remann Hall.
